Hello crafty friends! With Halloween approaching, here’s an easy DIY Frozen Elsa costume you can make quickly. This outfit is mostly no-sew—the only sewing I did was for the cape—so it’s perfect for a last-minute project. Tutu costumes are simple to assemble, customizable, and a lot of fun to accessorize.

How to make the tutu skirt

  • Measure the wearer’s waist. For a sewn waistband, stitch the elastic ends together. To keep it no-sew, use ribbon and tie a bow at the back.
  • Cut tulle strips to the desired skirt length. Fold each strip in half, loop it around the waistband and pull the ends through to form a knot. Repeat until the skirt is as full as you want.
  • The number of tulle spools depends on desired length and fullness. For reference, a 43-inch tall child used five spools for a long, full skirt.

Attaching the cape

  • For the cape I used white glitter tulle sewn to the back of a blue camisole. A light basting stitch along the top creates a gentle gather, then sew it along the camisole edge for a secure attachment.
  • If you prefer no-sew, attach the tulle with Velcro or sew ribbon to the cape ends so it can be tied on and removed easily.

Adding glitter snowflakes

  • Use a cutting machine to cut snowflake shapes from silver glitter iron-on vinyl. Apply a large snowflake to the front of the blue camisole and several smaller ones along the bottom and edges of the cape for a magic look.
  • Iron-on to tulle can be tricky. If the vinyl won’t stick directly to the tulle, place a very lightweight fabric beneath the tulle to give the iron something to adhere to. Use the protective sheet that comes with the iron-on and follow the vinyl manufacturer’s instructions for heat and timing.
  • When using a fabric layer under the tulle, remove that fabric immediately after ironing while the vinyl is still warm. Letting it cool makes removal difficult and can tug the tulle. If possible, try ironing the vinyl directly on the tulle first—this often works and avoids the extra step.

To recap the iron-on method: protective sheet, vinyl snowflake, tulle, and optional light fabric underneath. Iron according to vinyl instructions, then remove the protective sheet and any temporary fabric immediately.
